Asking questions and doing other actions in political debates: How citizens speak in public

My thesis focuses on the analysis of citizens asking questions and doing other interactional actions in political public meetings. This research is carried out within the project 'Speaking in Public', funded by the SNF. The analyses will be based on data from eight video recorded plenary sessions that are part of the corpus Blandan (CAB), documenting over more than 6 years a participatory project in urban planning, concerning the transformation of a military site into a public park.
During these plenary sessions, laypersons face keynote speakers and politicians on different subjects. Generally two or three keynote talks by experts and/or politicians concerning different subjects associated with the park, are alternated with time for laypersons to intervene. A facilitator allocates turns, builds queues of speakers and secures the overall smooth unfolding of these sessions (Mondada 2013) - see Clayman & Heritage (2002), for explanations on the mediated turn-taking system. Thus, citizens are given the opportunity to come in, ask questions, make proposals or utter suggestions and/or concerns with regard to the park in specifically designed slots. This puts constraints on what the citizens can do and are expected to do in these specific settings. Using a conversation analytic multimodal perspective, this thesis proposes to study how citizens in these settings manage to participate by asking questions but doing also other actions.
A study of some of the interactional practices used by a facilitator, citizens and politicians hopefully sheds light on how they interactionnally achieve participation, and thus reveal the democratic aspect of this participatory democracy project. Moreover, it hopes to contribute to the study of sequence organization, and the conditional relevancy between the two parts of an adjacency pair, and how (the lack of) fulfilling these duties projected by the adjacency pair, has an effect on the establishment of participation.
